State of Massachusetts Animal Response Team

The State of Massachusetts Animal
Response Team (SMART)
is a network of
organizations, agencies,
and individuals who are
committed to responding
to the needs of the animal
population in disaster
situations in the
State of Massachusetts.

Within SMART are five working teams:

  • Assessment
  • Shelter Operations
  • Search and Rescue/Animal Control Officer/Special Species Team
  • Veterinary Services
  • Deceased Animal Removal & Disposal

During a disaster any one of these teams may be activated by the SMART
Team Leader. They utilize the principles of the Incident Command System
(ICS) and National Incident Management System (NIMS).
